Same rights as System Admin and:

• Manage sites (via Acquia Sitefactory)
• Manage user accounts and privileges,
• Manage site structure
• Configure site options
• Manage any content (Create, edit, translate and publish content
• Add new taxonomy terms in the system
• New user approved by supervisor of System manager
